Community Needs Assessment 2026–2027

What does Kitsap County need? Community Needs Assessment now open!

Every three years, Kitsap Community Resources (KCR) conducts a comprehensive Community Needs Assessment (CNA) to better understand the strengths, challenges, and priorities of people living in Kitsap County. The assessment helps identify gaps in services, programs, and policies, and guides KCR’s strategic planning and future investments.

Your Voice Matters

Community voices are essential to ensuring resources and services reflect the needs of the people who live here. We invite all Kitsap County residents to participate in the 2026–2027 Community Needs Assessment and help shape the future of our community. The survey will be available in English and Spanish, and findings will be shared with the community in 2027.

Focus Groups

Throughout the survey administration (July-October 2026) the CNA survey team will be conducting 90-minute focus groups with community members, grassroots organizations, and leaders throughout the community. These focus groups are intended to take a deeper look into the community service need. They will include translation services and childcare when applicable.

Do you have a group of community members interested in having a one-on-one focus group with the survey team? Please contact ametuku@kcr.org to schedule a 90-minute meeting, we request 6 people minimum for focus groups.

Become a CNA Ambassador – July through October 2026

KCR is currently seeking volunteers to support the 2026 Community Needs Assessment (CNA). Volunteers will help KCR reach community members across Kitsap County, share information about the survey, encourage participation, and help ensure that the voices and experiences of our diverse community are represented.

Your involvement will help KCR better understand the strengths, challenges, and priorities of our community here in Kitsap County and guide future programs, services, and resources. Together, we can make sure every voice is heard and help build a stronger Kitsap County.

Are you ready to get involved and partner with KCR in serving our community? Complete the Volunteer Interest Form and someone will reach out to you soon.

Draft KHHC Charter Available for Review

The KHHC Executive Committee has completed work on an updated governance document, the KHHC Charter. The existing KHHC Bylaws were last updated in 2016 and included outdated information and responsibilities that have since been taken over by Kitsap County. The Executive Team met in February for a retreat to begin working to better define our role within the community. Throughout the last six months, we have been able to articulate our role, responsibilities, and desire to provide education, connection and advocacy for a more transparent and equitable homelessness response system. We feel strongly that our new mission "To strengthen coordination to end homelessness in Kitsap County" sends a strong message that we are committed to bring everyone together for meaningful and collaborative solutions.

Please review the document and provide your comments and feedback. The updates will mostly only impact the behind-the-scenes work of KHHC. Our priority is to ensure KHHC's structure and purpose is clear so we can focus our resources, communicate clearly, and maintain participation in all of our existing formats.

DRAFT KHHC Charter Submit Comments to: admin@kitsaphhc.org Submit Comments by: October 10, 2026.

After comments are received, reviewed, and addressed, the KHHC Charter will go up for a vote to be adopted at the October 21, 2026 monthly meeting. Please make sure to register and attend that meeting if you would like to vote.

KHHC is not a formalized non-profit and relies on the continued commitment of volunteers and their agencies. In addition to hosting a monthly resource-sharing meeting, the KHHC Executive Committee meets monthly to discuss membership, advocacy, resources and referrals, presentations for future meetings, communication, website, and other topics related to the work to support participating partners.

Thank you for your continued support of KHHC.

Your KHHC Executive Committee,

Katie Sharp, Chair (Bremerton Housing Authority) Madison Tuttle, Vice Chair (Kitsap Mental Health Services) Janae Longoria, Secretary (Catholic Community Services, Benedict House) Ali Moyer (Kitsap Community Resources, Housing Solutions Center) Bridget Glasspoole (Kitsap Mental Health Services) Carl Borg (Kitsap County Housing and Homelessness Division) Charlie Thompson (Fishline) Eric Harrold (The Salvation Army) Jessica Martin (Kitsap Community Resources, Housing Solutions Center) Leif Wagner (Easterseals)
