Work with members in your community to make a difference.

 The Mission of the Coalition is “to provide a coordinated, compassionate and effective environment to help homeless persons achieve self-sufficiency through the preservation and creation of affordable housing, prevention of homelessness, restoration of homeless persons to stable living environments, and promotion of community awareness of homelessness issues through education, legislative advocacy, mutual support and the sharing of resources.

Kitsap County Division of Aging and Long-Term Care
Jason Doty joins us every month to share updates from ALTC but this time he took additional time to provide a presentation of the programs he oversees to support the well-being of older adults, adults with disabilities, and caregivers. Kitsap Animal Rescue and Education (KARE) Overview
Dianne Kanafax shared details about KARE and their HOPE program for residents at the Pacific Building shelter. KARE has an interest in learning more about resources available to support their clients. Also, if you have a need to coordinate services for individuals and families with pets, please reach out to Dianne at dianne@nwkcare.org.

Online Resource Guide Website
Joni Baker and Jessica Martin from Kitsap Community Resources shared a new online resource guide website that they plan to maintain in addition to the physical quarterly low-income resource guide. This website will be updated on a more frequent basis while providing the same information using a QR code. They will be sending more information on this in the future months.

Opioid Response Network
Kitsap Public Health District recognizes opioid response requires a collaborative community effort and is leading the effort in ensuring partners have the tools they need to be successful. Naomi Levine and Trey Evans presented at the October Meeting to share their effort in data collection and resources (details and links below).

Kitsap Homes of Compassion Services
Madison Tuttle from Kitsap Homes of Compassion shared more about the programs available. Contact Madison or watch the presentation to learn more about shared housing, including recovery housing, housing case management (available to the community to support removing barrier for individuals trying to find a home to rent), and mental health services. Khhc Membership Application

Thank you for applying for membership in the Kitsap Housing & Homelessness Coalition.

The Mission of the Coalition is “to provide leadership to end homelessness through  planning, coordination among social service providers, advocacy, and education.  The following is the criteria for membership: 

1. Member organizations must sign a membership agreement supporting the  KHHC's mission and purpose. 2. Member organizations must agree to actively participate in the Coalition including  attendance at 50% or more of the regular monthly meetings. 

Member Responsibilities

  • Speak from your own perspective. Your expertise, values, and professional  experience are an important aspect of this group’s work on complex issues. 
  • All ideas are encouraged and welcome. Challenge concepts, not people. 
  • Encourage  thoughtful disagreement.
  • Challenge yourself to see other positions, opportunities and solutions.
  • Strive to gather facts and understand opinions, understanding the difference  between the two.
  • Take individual responsibilities of the collective success of the meeting.
  • Do not engage in attacks of any kind.
  • Refrain from partisan political or religious proselytizing during meetings.
  • Commit to actively participating in the mission of the KCCCC and its projects and  committees. 
  • Select a representative(s) to attend monthly KCCCC meetings.
  • Empower that member representative(s) to make decisions on behalf of the  member agency, including voting on KCCCC business

The Kitsap Housing & Homelessness Coalition (KHHC) supports its members in the fight against homelessness in Kitsap County. KHHC was formed to provide a system of coordinated services to assist homeless persons move from homelessness to self-sufficiency. The KHHC is responsible for implementing the Homeless Housing Plan (HHP) in our community. The HHP can be found at www.kitsapregionalcouncil.org - Affordable Housing, Homeless Housing Plan 2008. Our community needs to maintain adequate housing of appropriate types in order to help our homeless residents to permanent housing stability. 

  • Prevention of homelessness 
  • Development of permanent, affordable housing 
  • Emergency housing 
  • Transitional housing 
  • Supportive services housing

The Kitsap Housing & Homelessness Coalition:


  • Serves as a community forum for agencies, advocates, and clients to work together
  • Participates in the development of the Homeless element for Kitsap County and the City of Bremerton’s 5-year Consolidated Plan  
  • Develops and implements the Kitsap County Homeless Housing Plan Recommend funding priorities for local housing programs (2060/2163) to the Kitsap Regional Coordinating Council
  • Organizes the Annual Homeless Point in Time Count
  • Prepares the annual McKinney Vento Grant for Kitsap County

ADVOCACY

 The Kitsap Housing & Homelessness Coalition coordinates an Annual Homeless Point in Time count at the end of January. The Homeless Count is an important tool to help assess the community’s needs and plan for: √ Adequate and appropriate housing √ Strategies to address the community’s homeless need √ Linkages between homeless individuals and families with housing and services.


 The Kitsap Housing & Homelessness Coalition actively participates in State and local legislative advocacy. The KHHC works to end homelessness in partnership with the Washington Low Income Housing Alliance (WLIHA). The KHHC endorses the legislative priorities concerning homelessness set by the WLIHA.
